Russians in Estonia Grapple with Complex Loyalties

Despite their proximity to Russia, many Russians living in Estonia have mixed feelings about the war in Ukraine. Some support President Vladimir Putin, while others are critical of his actions. This division reflects the complex history and demographics of Estonia, which has a significant Russian population.

According to the 2023 census, there are approximately 296,000 ethnic Russians in Estonia, making up roughly 25% of the country's population. Most Russians live in Tallinn, the capital, and the major northeastern cities of Narva, Kohtla-Järve, Jõhvi, and Sillamäe.

Narva is a particularly unique city, with a population that is 97% Russian. It is located on the border with Russia and is considered the most ethnically Russian city in the European Union. Many residents of Narva support Putin and view Russia as their cultural and linguistic homeland.
